Democrats mounted no opposition to the measure during debate, but bloc-voted against it to deny it final passage. Immediately afterwards, Jerry Keen and Mark Burkhalter held a news conference in which they declared that voters will hold Democrats responsible for their action in the November elections. "You cannot defend it," said Burkhalter. Democrats held their own news conference moments later, accompanied by city and county officials. They said their votes against the measure protected local governments from an unwise plan.

In a stunning rebuke to House Speaker Glenn Richardson and the rest of the Republican leadership, Richardson's tax proposal failed to receive the 2/3 requisite majority that is required of a Constitutional amendment. Although some House members were not present for the vote, it garnered 62 "no" votes, enough to block passage even if all non-voting members voted yes in a re-vote.
In a session marked by Republicans fighting fellow Republicans, Republicans fighting Democrats, and everyone fighting Gov. Sonny Perdue, look for things to further deteriorate in the waning days as the legislature has yet to hammer out a budget agreement in the wake of declining revenues.
