Today our hats are off to Mayor Franklin. - Franklin to be honored with JFK award.

Franklin takes center stage today when she receives the John F. Kennedy Library Foundation's Profile in Courage Award.

She was picked for the honor in part because of the political risks she took to balance Atlanta's budget and repair its sewer system.

When Franklin took office in 2002 after the troubled administration of Mayor Bill Campbell, she took over a city burdened by an "electorate that had grown weary of the deeds and misdeeds of its elected leadership," the foundation said. She responded with unpopular steps — raising taxes and sewer rates, and slashing government jobs.

Despite that, she has remained popular with constituents, the foundation said.
