For Rangel, New District And New Rival - Harlem is only 1/3 black; majority Hispanic; my, my

In what could amount to one of the strongest challenges yet to Rep. Charles Rangel's 41-year hold on his Harlem seat, state Sen. Adriano Espaillat said Monday that he would mount a primary challenge to the dean of New York congressional delegation.

Over the last three decades, Mr. Espaillat, a Dominican-American, has climbed the political ladder from his Washington Heights neighborhood as its Dominican population and voting power has grown. In both the state Assembly and Senate, he has been the first Dominican-American.

Now, Mr. Espaillat is hoping to become the first Dominican-American in Congress. His chances have been bolstered by a demographic shift in Mr. Rangel's district: Once dominated by African-Americans, the traditionally black district anchored by Harlem now has a voting-age majority of Hispanics. Blacks make up about one-third of the voting-age population.
