I don't know about such things precedent and the law, if any, but this move impresses me: Democrats get another shot to fill a state House seat

Secretary of State Brian Kemp has charted a path to address the unusual situation caused by the withdrawal of Democratic incumbent Kevin Levitas of Atlanta from the District 82 state House seat.
Kemp will give Democrats another chance to find a candidate, but not the GOP – since Republicans had put up no candidate when qualifying ended on April 30.
Levitas’ decision to resign came days later.
Democratic qualifying for the state will start Monday and end Wednesday. Officially, Kemp has declared a special primary for July 20 – that’s the day of the general primary.
A runoff date has been set for Aug. 10.
